UK fire safety legislation and the equality act, require public buildings to be fully accessible, to all persons. This includes people with mobility problems.

Should a fire or other emergency happen, everyone should be able to exit the building safely. However, means of escape should not be reliant on lifts. Furthermore it should not be reliant on action by the Fire & Rescue Service.
